The "online virtual bid opening hall" of Jingmen City Public Resources Trading Center (hereinafter referred to as the trading center) in Hubei Province was officially put into operation. The successful online bid opening of Jingmen City's first "no meeting" bid opening project, the "Financial Information Service Center HD Video Conference Room Reconstruction and Xinyuan Community Monitoring Construction Procurement Project" of Jingmen City Finance Bureau, marked that Jingmen government procurement entered the era of "city and county integration" full-process electronic procurement.

The relevant person in charge of the trading center said that the trading center moved the government procurement bid opening activity to the "online virtual bid opening hall" for the first time. Suppliers participating in government procurement do not need to visit the site in person. They can submit bid documents online, decrypt them remotely, and watch the bid opening and bid announcement in real time.

In less than 25 minutes, three bidding suppliers successfully completed all bid opening activities through the online bid opening system. The whole bid opening process has been marked step by step, broadcast live, and transparent, effectively reducing the risk of integrity in the procurement field.

According to the reporter of Government Procurement Information, Jingmen has actively promoted the construction of electronic procurement platform in recent years. In 2020, according to the epidemic prevention requirements, Jingmen City focused on the development and construction of a "bid opening hall without meeting" to realize the comprehensive functions of bidders' remote identification, online decryption of bidding documents, online communication and interaction, and real-time bid opening and bid announcement.

"Vigorously promoting the whole process of electronic procurement can avoid a large number of gatherings, effectively prevent and control the COVID-19, let 'more data run away', and improve the efficiency and convenience of government procurement." The relevant person in charge of the trading center said.

First, government procurement has changed from "face-to-face" to "screen to screen". The whole-process electronization focuses on solving the last "one kilometer" of government procurement, reducing the burden of suppliers on printing, packaging and making paper documents, as well as unpacking and saving documents. 

Second, government procurement has changed from "a group of people" to "one person". In the past, the trading center organized the bid opening activities, which required seven or eight people to sign in, record, host, sing the bid, and supervise. Now, only one person in charge of the bid opening, a computer, and a keyboard operation can complete the whole process of electronic bid opening. 

Third, government procurement has changed from "on-site supervision" to "online supervision". On-site supervision without supervision does not mean no supervision. The online closed-loop operation of the whole process of government procurement automatically records relevant information and generates normative documents. The regulatory authorities can access the bidding documents, review the bid evaluation data and monitoring videos at any time, and the supervision covers the whole process from "post and in the process" supervision to online supervision.

The above person in charge disclosed that Jingmen will continue to promote the construction of electronic procurement platform in the next step, and gradually realize the "one network operation" electronic bidding, bid opening, electronic evaluation and other work of all government procurement projects in the city, county and district.
